H.E Ambassador of Mexico to the UAE
A member of the Mexican Foreign Service since 1983, he has held senior roles including Permanent Representative to the United Nations in New York and Geneva, Ambassador to Austria, and senior posts within Mexico’s Ministry of Foreign Affairs.
He has held several landmark positions on the global stage: as the first President of the United Nations Human Rights Council (2006–2007), Chair of the Disarmament and International Security Committee in the UN General Assembly, and President of the Council of the International Organization for Migration (IOM).
He also served as Mexico’s Special Representative for Climate Change and later was appointed by the UN Secretary-General as Special Envoy for the 2019 Climate Summit — reflecting his long-standing engagement with global environmental, humanitarian and human-rights issues.
In his capacity as Ambassador to the UAE, de Alba is committed to deepening bilateral cooperation — promoting trade, investment, cultural exchange, and innovation between Mexico and the UAE. Through his diplomatic vision and global-institutional expertise, he strengthens the strategic connectivity and opportunities available to the business and cultural community under the auspices of the Mexican Business Council in UAE.
